The First Reconstruction Act of March 2, 1867, over a presidential veto, established military dictatorships in 5 southern areas until the occupied states had "new constitutions guaranteeing the blacks the right to vote and disfranchising" ex confederate leaders. The states were also required to have accepted the Fourteenth Amendment.
My name is Josie and I'll be teaching the next few classes on Reconstruction.
Dick has asked me
to be your instructor for this period of American History. I'm not
always instructing for Dick. If you'd like to learn more about me,

As you look at my picture, think of me as being beneath the bridge of reconstruction. If the bridge over my head isn't strong enough, I'll be dead before you learn about reconstruction. The Bridge over my head is strong. I won't die. But the post civil war's reconstruction bridge between the north and south was not so strong. It collapsed and many Americans died.
Nothing really happened after the First Reconstruction Act, and a Second Reconstruction Act was written. This Second Act required the military authorities to register voters and oversee an election. A Third Reconstruction Act clarified the processes the authorities would use. Nothing happened, because whites simply avoided the election process. A year later, Congress changed the rules to allow a majority of citizens to ratify the constitution. This started the ball rolling and, by 1870, all confederate states had been readmitted. The Reconstruction Bridge did hold up long enough to reunite the nation's north and south white leaders. It would not hold up long enough to bring the freedman into the main stream of American prosperity.
